Short answer: Wuzhizhou has the clearer water and better diving but is busier and pricier; Fenjiezhou is larger, less crowded and better value, with a good mix of beach and water activities.

Wuzhizhou Island: the clear-water classic
Wuzhizhou is the island most associated with Hainan diving. It sits in Haitang Bay, roughly 30 minutes from Yalong Bay and about an hour from Sanya city, reached by a short ferry.
The water is the headline: visibility is often the best in Hainan, which is why dive operators concentrate here. The island itself is small and scenic, with rocky coves, a lighthouse and a walkable loop.
The trade-off is popularity. In peak season the ferry queue and beach can be crowded, and total costs (ferry, entry, activities) add up quickly. Visitor numbers are capped, so booking ahead matters during holidays.
Fenjiezhou Island: more space, better value
Fenjiezhou lies off Lingshui, on the same stretch of coast as Boundary Island and about an hour's drive from Sanya. It is larger than Wuzhizhou, with a hill, a longer coastline and more room to spread out.
Water quality is very good and the diving is legitimate, though Wuzhizhou still has the edge on clarity. What Fenjiezhou offers is breathing room: the island absorbs crowds better, the beach is longer, and package prices tend to be lower.
The trade-off is that it is further from Sanya, so a day trip means more driving, and the scenery is slightly less postcard-perfect than Wuzhizhou's rocky coves.
Who should choose which
- Serious divers and snorkellers → Wuzhizhou (best visibility)
- Photographers chasing clear water shots → Wuzhizhou
- Families with children → Fenjiezhou (more space, gentler pricing)
- Travellers on a budget → Fenjiezhou
- People who hate queues → Fenjiezhou
- Staying in Haitang Bay → Wuzhizhou (closest)
Practical notes
Both islands require a ferry crossing and charge entry plus separate activity fees. Neither is a place to arrive without a plan in peak season; book ferries and dives in advance during Chinese New Year and summer holidays.
If your priority is water clarity for diving, pick Wuzhizhou. If your priority is a relaxed beach day with room to move at a fairer price, pick Fenjiezhou.
